Welcome to a new school year at Twin Oaks Elementary, home of the Timberwolves! I am honored and excited to join this incredible community as your new principal. Over the past several months, I have had the opportunity to meet many staff members, families, and students, and one thing has become very clear: Twin Oaks is a special place with a strong tradition of excellence, caring relationships, and a deep commitment to students.

As we begin the 2026-2027 school year, our theme is Believe and our motto is The Best Is in Each of Us.

I chose this theme because I believe great schools are built on a simple but powerful idea: bringing out the best in people. At Twin Oaks, we believe every student has unique strengths, every staff member makes a difference, and every family plays an important role in our success. When we recognize and bring out the best in ourselves and one another, incredible things are possible.

Twin Oaks already has a strong foundation built by dedicated educators, supportive families, engaged students, and leaders who have invested in this school community over many years. As we welcome new staff members, new families, and a new principal, our goal is to build upon the strengths that already exist while continuing to grow and improve together.

Through our PBIS framework, we will continue to teach and celebrate what it means to be a Timberwolf by being Respectful, Responsible, Safe, and Kind. These values help create a positive school culture where students feel connected, supported, and empowered to reach their full potential.

Absences

Daily school attendance is essential for student success. By law, parents are required to send their child to school daily. Parents are strongly encouraged to schedule medical appointments during non-school hours. Whenever possible, a student who is absent for a reason other than illness should attend at least part of the school day.

When students are absent, clear absences as soon as possible by calling the attendance clerk or providing a written note upon return. Absences not cleared within 5 days will be marked as truant. Absences beyond 14 days will require a medical doctor's note to be excused.

Missed Work & Requests for Homework

Students absent from school are allowed to complete all missed assignments and tests. If your child is ill for two or more days, parents may request homework by calling the office at least one day prior to pick-up.

Notes from Parents

Please use both first and last names on all correspondence. State the child's name, reason for absence, and dates of absence when calling or writing.

Tardies

Emphasis is placed on arriving on time. Late students must check in at the office before going to class. Repeated tardiness can result in transfer revocation or SARB referrals.

Independent Study

Available for planned absences of 3 or more consecutive school days. Contact the office in advance to set up a contract. Contracts are not available during the first 2 weeks or last 3 weeks of the school year.

Appointments

Parents must sign students out at the main office. To maximize instructional time, students will only be called to the office once the parent arrives in person.

Communication Channels

• Student Folder: "Wednesday Folders" are sent home weekly with key flyers and updates.
• ParentSquare: Broadcast platform for urgent messages, texts, emails, and school announcements (sent weekly on Thursdays).

School Visitations & Visitor Registration

All visitors must register in the administration office immediately upon entering campus. Proof of identity is required. Visits should be pre-arranged with the teacher and principal. Listening or recording devices in classrooms are strictly prohibited.

Parent-Teacher Conferences

Conferences occur twice annually (Fall trimester end and Spring trimester end) on minimum days. Average conference time is 20 minutes.

Student Records & Complaint Procedures

Parents may review cumulative student records by contacting the principal. To resolve concerns: (1) Contact classroom teacher; (2) Contact school administrator; (3) Schedule meeting with district representative. Formal complaints use the Uniform Complaint Procedure (UCP).

Volunteers & PTC

Volunteers must complete fingerprint background checks and TB testing. Siblings are not permitted while volunteering. Join the Parent Teacher Club (PTC) by emailing hello@toesptc.com.

Safety Protocols

• All visitors must sign in and display ID badges.
• Buddy system required for K-3 students when leaving classrooms.
• Emergency Cards must be updated annually via Aeries Parent Portal.

Accidents & Emergency Procedures

Serious injuries trigger immediate contact with parents or 911 dispatch. Monthly safety drills are conducted. In major emergencies, avoid calling the school or driving to campus; tune in to local radio stations (KAHI 950 AM, KFBK 1530 AM) or monitor ParentSquare.

Drop-off, Pick-up, and Dogs

• Use designated crosswalks; do not stop vehicles inside crosswalks or loading zones.
• Bus lane is strictly reserved for buses.
• Dogs are prohibited on campus at all times (including fields and playgrounds), except as pre-approved educational presentations.

Universal Meals Program

All students receive 1 breakfast and 1 lunch daily at $0.00 charge. Adult lunches ($6.00), adult breakfasts ($4.00), second student meals ($6.00), and a la carte milk ($0.50) require pre-funded student accounts or cash.

Schedules & Forms

• Twin Oaks Breakfast: Served during 1st recess.
• Nutrition Benefits Form: Families are encouraged to complete the form online to support school funding.
• Lunches from Home: Healthy food encouraged. Candy and soda are strongly discouraged.
• Food Allergies: Medical modification forms require a physician's signature. Contact Food Services at (916) 624-1112.

Bus pass applications must be submitted online annually through the RUSD Transportation Department. For inquiries email buspass@rocklinusd.org or call (916) 624-9106.

• Red Light Escort: Drivers escort all students who must cross the street upon loading or unloading.
• Safety Plan: Students must abide by safety rules while walking to stops and riding buses.

Medication Policies

Written authorization from a physician and parent is required for all medication (including over-the-counter items like Tylenol, Motrin, or cough drops). All medicine must be brought in original containers and stored locked in the health office. Inhalers and Epi-Pens may be carried by students only with explicit physician authorization on file.

Screenings & Immunizations

• Vision/Hearing screenings are conducted periodically in TK, K, 2nd, and 5th grades.
• Mandatory state immunizations required: Diphtheria, Hib, Measles, Mumps, Pertussis, Polio, Rubella, Tetanus, Hepatitis B, Varicella. Medical exemptions must be processed through CAIR-ME website.
• Home Hospital Instruction: Available for medical absences expected to last 4+ consecutive weeks.

Assessment & Grading

Students in grades 3-6 participate in CAASPP state testing each spring. ELPAC is administered to English learners. Standards-based report cards are issued each trimester.

Promotion & Retention

Retention decisions are based on achievement test scores, proficiency assessments, teacher evaluation, and attendance. Supplemental instruction options are offered prior to retention.

Support Programs

• Student Success Team (SST): Collaborative group addressing academic/behavioral needs.
• Special Resources: IEP Special Education, Speech/Language, Counseling, Psychological services.
• Special Programs: VAPA, Art/Music Docents, Instrumental Music (4th-6th), K-2 Dance & Rhythm, GATE cluster/self-contained classrooms, Physical Education (80 mins/week specialized).

Cellular Device Policy

Cellular devices (phones, smartwatches) must be turned off and kept inside backpacks from morning bell to dismissal bell. They may not be used on school buses or field trips. Devices used improperly will be confiscated and kept in the office for pick-up.

Dress Code Highlights

• Shirts must have straps over shoulders, covering the torso.
• Bottoms must fully cover buttocks. Shoes must have full heels or heel straps.
• Prohibited: Clothing displaying drugs, alcohol, violence, profanity, hate speech, or visible underwear.

General Policies

• Bicycles/Scooters: Allowed for elementary students (including Class 1 E-bikes). Helmets mandatory.
• Birthdays: Instruction time is not used for birthday parties. Cupcakes/candy are strongly discouraged; non-food or healthy snacks are preferred. Invitations cannot be distributed at school unless entire class is included.
• Gum & Personal Belongings: Gum is prohibited. Toys, personal electronics, and athletic gear should be left at home.

Schoolwide PBIS Expectations

Timberwolves are expected to be: Respectful, Responsible, Safe, and Kind.

Bullying Prevention & Internet Safety

Bullying, cyberbullying, cyberslander, and unauthorized AI tool usage are strictly prohibited. Incidents should be reported immediately to school staff. Under CA Education Code, cyberbullying occurring off-campus that impacts school environment is subject to discipline.

Suspension & Expulsion

Grounds for suspension/expulsion include physical harm, possession of weapons/drugs/alcohol, robbery, property destruction, stolen goods, tobacco, obscenity, sexual harassment, or hate violence.

Catalyst Kids: Fee-based before/after school care on campus.
ELO-P (Expanded Learning Opportunities): Free after-school care and academic enrichment for qualifying TK-6 students (English learners, foster youth, eligible free/reduced meals).

1. Volunteer Assistance (BP/AR 1240)

Volunteers work under supervision of certificated personnel. Fingerprint checks, Activity Supervisor certificates, and TB clearance (valid within 60 days of start, valid for 4 years) are required. Registered sex offenders are prohibited from volunteering.

2. School Visitor Registration (BP/AR 1250)

Visitors must register immediately at the office, state purpose, show ID, and follow campus safety requirements. Unapproved visitors are subject to misdemeanor loitering/trespassing penalties.

3. Student Class Assignments (BP/AR 6152)

Class placement considers teacher recommendations, gender/ethnic balance, academic distribution, and student needs. Specific teacher requests are only one factor considered.

4. Uniform Complaint Procedures (UCP)

Investigates non-compliance with state/federal laws, discrimination, harassment, LCAP, and unlawful pupil fees. Complaints must be submitted in writing to the Office of the Associate Superintendent of Elementary Education, 2615 Sierra Meadows Drive, Rocklin CA 95677, (916) 624-2428.
